Diciamo pure che questo articolo è una anomalia.

Ma questa campagna elettorale estiva è una anomalia: dai governi balneari della Prima Repubblica, siamo passati alla campagna elettorale da (ultima) spiaggia.

Dettaglio operativo: i miei commenti sui politici come individui e le loro dichiarazioni preferisco lasciarli al mio profilo Facebook ed al mio profilo Linkedin, che, come scritto più volte, dal 2012 costituiscono il mio "diario a cielo aperto" per tener traccia del periodo in Italia.

La precedente settimana (ed in parte questa) sono state parzialmente assorbite dalla polemica sulle candidature, ma vorrei tornare su quel punto.

La mia esperienza lavorativa e non in giro per l'Italia dagli anni Ottanta, quando iniziai, prima per eventi politici, poi per altro, a vedere sul territorio, grazie anche alla "lente interpretativa" dei dirigenti con cui lavoravo per realizzare modelli di supporto decisionale o introdurre cambiamento culturale ed organizzativo, mi ha dato una percezione del Paese probabilmente diversa dai diversi aspirante Solone che cucinano le leggi elettorali più bislacche, vere "Frankenlaws" (un pezzo di Regno Unito, un pezzo di Germania, un pezzo di Francia, un richiamo ad Atene, ecc).

Come scritto spesso, sono riformista e "bipartisan", e, per quanto di cui sopra, proporzionalista.

Perché siamo il paese delle migliaia di campanili e, sotto ogni campanile, una miriade di tribù.

Cosa che, mentre per uno stato centralizzato sarebbe stato un fattore di debolezza, per la storia dell'Italia dopo la caduta dell'Impero Romano in Occidente, ha invece consentito una grado di "flessibilità" politica e morale che ha consentito di sopravvivere come cultura malgrado secoli di invasioni a rotazione.

Ma la flessibilità che andava bene per mercanti e contadini purtroppo da decenni mostra l'incompatibilità con la necessità di governare sistemi complessi, se si vuole dare ai cittadini l'accesso ai servizi ed alle opportunità che lo sviluppo sociale ed economico/tecnico consentirebbero.

Esser parte del G7 non è questione solo di livello di PIL rispetto ad altri paesi- è anche e soprattutto il risultato di un insieme di fattori che crea la coesione del "sistema Italia".

E, come scritto spesso, anche quando ebbi alcuni progetti in Sviluppo Italia ad inizio anni Duemila ma dal lato interno, mi guardai in giro, lessi anche fuori (per altre cose supportavo start-up prevalentemente al Nord, in preparazione mio ritorno in Italia, poi sostituito nel 2005 dal trasferimento a Bruxelles), e vidi che il "sistema Italia" esisteva solo per il "poltronificio" di enti pubblici piccoli, grandi, nazionali, locali- ma non come proiezione verso l'esterno.

Sembrava quasi che la nostra linea guida nelle attività all'estero non fosse "fare squadra", ma garantire che qualunque successo fosse poi riconducibile in Italia alla nostra specifica tribù, come se fosse un punto positivo perder una occasione, piuttosto che coinvolgere altre tribù che poi avrebbero voluto un riposizionamento in Italia...

Ovvero: se ad inizio anni Novanta c'era il principio del "glocal" (think globally act locally) e "aver una fettina più piccola di una torta pi&ugrande;", noi con orgoglio andavamo nella direzione opposta.

Ed i risultati si vedono: incapaci di unire le forze intertribali per, chessò gestire la rete dati o la compagnia aerea di bandiera o banche di dimensioni competitive sull'estero, le tribù locali preferiscono svendere all'estero e poi tenersi uno strapuntino oppure un "mausoleo" intitolato alla tribù cedente o ai suoi rappresentanti, piuttosto che cedere terreno.

Sono scettico sulla utilità di misure come quelle proposte adesso da parte delle destra e, in passato, anche dai nostri servizi di sicurezza, tipo impedire la delocalizzazione di società di interesse strategico o start-up innovative.

L'unica cosa che otterrebbero sarebbe di continuare ad avere qui i costi di formazione, fino a quando il sistema fosse ancora (per uno-due decenni) di generare innovazione almeno incrementale, mentre poi continueremmo a celebrare le aziende fondate all'estero da italiani.

Come mi disse un amico greco-tedesco una volta chiacchierando in un paesino dell'Alto Adige chiamato "Nuts": se un paese non è in grado di consentire lo sviluppo del proprio capitale umano, perché dovrebbero esser penalizzate le persone?

Ovvero, se il "sistema Italia" vuole continuare a vivere per cooptazione a vita (una volta che entri, ci resti- ma chi entra lo decide la tribù, basandosi più sulla necessità di non turbare gli equilibri tribali e non creare precedenti, che sulla visione del futuro desiderato)...

... prepariamoci ad altre centinaia di miliardi di debito pubblico per stampellare le tribù.

Sentire le voci del territorio sia a livello della strada, sia al livello di chi aveva una visione dei rapporti economici e politici reali dagli anni Ottanta implica alcune cose, come ricordavo ad un amico ieri sera.

Ovvero: negli anni Ottanta, iniziai il decennio partecipando ad attività politiche all'estero (avevo 17 anni), e quindi passai alla prima campagna elettorale per un partito non seguendo altri membri della famiglia nella loro partecipazione, ma in prima persona.

Per me il "sistema Italia" (che allora non era ancora una dizione di moda, ma era gi` prefigurabile comparando cosa arrivasse da Bruxelles come "logica sottesa" dei rapporti istituzionali, rispetto a quello che vedevo da noi) non era una astrazione da costruire in convegni, pubblicazioni, fondazioni e centri di ricerca che servivano essenzialmente a creare strapuntini sovvenzionati e sinecure il cui fine ultimo era fare un po' come la coperta di Linus: rassicurare, ma senza alcun reale impatto operativo, tranne che al traino di quanto fatto altrove.

Perché non vale solo per la vendita di imprese, che preferiamo vendere all'estero piuttosto che allearci, ma anche per i cambiamenti sociali (e non parlo solo dei sistemi elettorali che, francamente, dovrebbero esser espressione del sistema socio-economico, non importazioni assemblate alla Frankenlaws).

Guardate solo il sistema delle città metropolitane, o la riforma del Titolo V della Costituzione: se quelle vi sembrano riforme organiche, abbiamo visioni diverse della realtà.

Strutturali, sì, come il trasferimento di poteri alle Regioni che poi a loro volta si sono dotate di strapuntini e sinecure a cascata (guardate l'allineamento degli emolumenti). Ma strutturate? In inglese si dice "tinkering": un colpo qui, un colpo lì, e non perché in Italia non vi sia percezione delle necessità ma perché ogni aggiustamento deriva dai rapporti di forza tribali esistenti al momento.

La nostra povera Costituzione avrebbe francamente meritato una nuova Costituente già per la riforma del Titolo V (lo so, voluta dalla mia parte politica per non perdere il treno- ma con buona pace di alcuni politici della mia parte, nessuno ha l'esclusiva della miopia politica).

Nel 1983, feci una scelta diventente: senza esser un sostenitore del partito che supportai fino alle elezioni, e senza averne la tessera.

Ma, a mio modo di vedere, nel 1983 (avevo 18 anni) come nel 2022 si trattava di considerare l'opportunità di avere in parlamento una opposizione dedicata a far l'opposizione e diretta a raggiungere alcuni obiettivi.

Personalmente, chiunque dei due "blocchi" vinca, ritengo che sia potenzialmente una vittoria di Pirro- si vince, ma, alla Prodi con Bertinotti, si sostiene l'ingresso in Parlamento di stampelle che poi sono interessate a mostrare la propria indipendenza.

Come dire: pur di vincere, te la vai a cercare...

Ricordate la vecchia canzone di Bennato, il cui testo vale la pena di riportare integralmente?

Già, Pinocchio- e la guerra, buffoni, burattini...

Diciamo pure che i nostri leader politici sembrano in questo periodo liceali del primo anno (IV ginnasio) che giocano a chi la spara pi&ugrossa;.

Diversi han lamentato, a destra come a sinistra, come il disposto combinato del Rosatellum (di cui scrissi criticandolo in tempi non sospetti, come ricordato nel primo articolo di questa serie) e della riduzione del numero di "scranni" in Parlamento (e quindi delle "catene verticali" locali associate sul territorio a ciascun rappresentante) abbia creato l'abominio delle candidature "in teletrasporto".

La tua base elettorale è in Piemonte, essendo stato eletto in passato sul territorio? Vai nel Nord-Est, o vai al Sud, basta che ti togli dalla "cucina di partito", e lasci decidere il leader maximo.

Curiose poi le trasformazioni strutturali di alcuni partiti- ma sono scelte che hanno le loro ragioni, ed i miei commenti sarebbero scelte personali: ergo, guardate pure su Facebook e Linkedin cosa penso su casi specifici o proposte specifiche, preferisco lasciar qui solo la parte "osservazione".

Ma si stanno già mostrando i perimetri, in base ai sondaggi, tra chi (Meloni) ritiene di aver già vinto, e gli altri, sia nella sua coalizione sia negli altri gruppi.

Di conseguenza, mentre Meloni parla di moderazione nella spesa e conseguenze delle scelte operative, gli altri sono persi in una cacofonia per differenziarsi, in buona parte ignorando dettagli quali i vincoli di bilancio, la fattibilità operativa, ecc.

Come si attribuisce ad Andreotti, "il potere logora chi non ce l'ha", e si vede per esempio nelle dichiarazioni curiose di diversi, sia alleati sia passati o presenti concorrenti.

Per me, anche se sono scettico sul presidenzialismo strisciante all'italiana (il Presidente del Consiglio non è scelto dagli elettori), che sia chi guida una coalizione ad andare a Palazzo Chigi se la sua coalizione vince non è questione di simpatia o antipatia.

Anche perchè, come ricordavo ad un ex-collega che mi accennava ieri al tema, e come ho scritto nel precedente articolo di questa serie, questa ossessione del "leader" che ho trovato al mio rientro in Italia nel 2012 la trovo assurda, ed indice della scarsa capacità della nostra classe dirigente di svolgere il proprio ruolo.

Che non si limita a gestire l'ordinario, o spender e creare strapuntini, ma dovrebbe esser anche di indirizzo verso il futuro, e forse anche un ruolo pedagogico nel preparare i cittadini al modello di futuro verso cui andiamo.

Personalmente, non penso di stupire nessuno se dico che il silenzio assordante sugli impatti futuri del PNRR fa venire i brividi.

Come ho detto ieri ad un collega incontrato quasi per caso a Torino, che mi chiedeva del PNRR, francamente la sua composizione, che studio dall'inizio come parte di un concetto più di sostenibilità (guardate p.es. i dati condivisi dal 2019), dall'iniziativa dell'Unione Europea NextGenerationEU agli Stati Generali, e via andare, mi fa pensare piuttosto ad una logica da bassa cucina politica.

Non costruire fonti di reddito futuro, ma sostenere chi già abbia o si pensa abbia un peso politico attuale, prima a livello nazionale, e poi adesso nei mille rivoli delle ripartizioni in verticale.

Sarebbe interessante leggere, a fronte degli investimenti, cosa sia previsto generino per il futuro, progetto per progetto, considerando anche la sostenibilità da parte delle giovani generazioni di oggi (che saranno meno giovani tra due-tre decenni), precarie quando va bene, ma che dovranno sostenere il "rientro" del PNRR.

Anni fa, acquistai quasi per caso un paio di libri in spagnolo, uno di Vargas Llosa sugli europei in Africa (" El sueño del celta"), ed uno sulla Guerra Civile in Spagna ("Una historia de la guerra civil que no va a gustar a nadie").

Entrambi i libri, per me, hanno lezioni che potrebbero interessare la nostra classe dirigente, su come non gestire risorse epocali, e su come il clima da guerriglia politica "us vs. them" danneggi la democrazia.

Demonizzare l'avversario non è mai stato un metodo negoziale- anzi, come successe in Medio Oriente, portò a dichiarazioni ridicolo tipo chiedere che la controparte mettesse come negoziatore qualcuno che rappresentasse gli interessi... della parte avversa.

La scelta delle candidature, ma soprattutto le dinamiche tramite le quali si è arrivati all'elenco dei candidati, sono curiosamente simili a quelle di chi occupi un paese straniero e poi metta su un governo fantoccio, piuttosto che una ricerca o costruzione del consenso.

Va bene che, come ricordavo ieri sera ad un amico, gli italiani in politica si presuppone che abbiano la memoria di un criceto, ma arroccarsi in difesa chiudendosi alla società civile non è la scelta più indicata per i tempi che ci aspettano.

Anche senza la tripla crisi legata al COVID, all'invasione dell'Ucraina (inclusi gli impatti energetici), e le carenze strutturali della nostra economia, le "tre transizioni" (verde e digitale ma anche mentale, cfr. l'articolo che scrissi a fine luglio 2022) richiedono un modello di rapporti tra élites e cittadini diverso, più orientato verso una partecipazione proattiva.

Visto che ho citato due libri in spagnolo, ho ri-dato uno sguardo ad altri libri che potrebbero magari aiutare a capire il modello, e traslarlo in azioni operative:
_sul modello di partecipazione "Nudge", di Richard Thaler e Cass Sunstein (ci sono anche altri libri scritti separamente da entrambi, ma questo libro ha ispirato e continua ad ispirare diversi iniziative, altrove)
_sulla gestione dei rapporti di forza "Soft Power" di Joseph Nye
_sulla definizione ed evoluzione alleanze "The Origins of Alliance" di Stephen Walt
_sulla motivazione al coinvolgimento "Hooked" di Nir Eyal
_sulla definizione rapida di possibili approcci secondo logiche "lean" "Sprint" di Jake Knapp
_sugli effetti dell'esercizio del potere, il numero di luglio/agosto 2022 di Foreign Affairs, dal titolo "What is Power?"

Ma, trattandosi di Italia, ci sono diversi libri che, dal mio rientro in Italia nel 2012, ho letto o riletto e, talvolta, recensito, riguardo l'Europa e l'Italia ed approcci e metodi (sono oltre 600, quindi troverete di tutto): mentre su questo sito ho messo in passato le recensioni di quelli che ritenevo fossero almeno 3.5 su 5, sono indietro con le recensioni...

Meglio quindi guardare l'elenco che ho condiviso online, in cui potrete vedere eventualmente le recensioni di altri: su librarything.

Il mio punto di vista non è originale: chiunque vinca, lo farà, se sarà con una specifica coalizione, con un assortimento francamente poco coerente e poco coeso.

Si potrebbe, post-elezioni, andare ad un nuovo governo di Unità Nazionale (stavolta magari aggiungendo "per la Costituente").

Ma facile che, se pur con vittoria di misura, ci si provi a far un governo "politico"- sarà dura tener insieme un insieme di "leader" impegnati più a farsi le scarpe a vicenda che altro.

Se vincesse il centro-destra, penso che la prima prova per il Presidente del Consiglio Meloni sarebbe controllare la propria base: a fine ottobre 2022 saremo ad un secolo dalla marcia su Roma: sarebbe di pessimo gusto veder celebrazioni in tal senso, spontanee o meno.

Perché lo scrivo? Anni fa, per una possibile iniziativa commerciale in ambito sicurezza perimetrale, organizzai a Roma con un mio amico ex militare americano conosciuto alla London School of Economics estiva del 1995, per farlo incontrare con un ex cliente a Roma- curioso scoprire lì che avevano un punto in comune, sul Kosovo.

Ma ancora più curioso quando (c'era un governo di centro-destra), sui Fori Imperiali, mentre io guardavo verso piazza Venezia, lui mi dicesse: ma che senso ha il fascismo nel XXI secolo.

Mi girai incuriosito dalla nota, ma prima che potessi davvero condividere le mie critiche sul revanscismo... vidi il motivo del suo commento.

Sui Fori Imperiali, in camicia nera e fez, con gaglierdetti e gonfaloni, ecco sfilare un gruppo della sezione di Como di nostalgici di Salò.

Francamente, rimasi per un attimo senza parole: che dire?

Alle tre crisi di cui sopra, se vi fosse un governo di centro-destra, l'ultima cosa che ci servirebbe, considerando anche la debolezza su quasi tutti i tavoli negoziali, aggiungere il sospetto di una deriva alla Haider in Austria non servirebbe.

Chiunque vinca, si troverà una situazione non proprio florida: vero che abbiamo i fondi del PNRR.

Ma se già prima avevamo costi energetici elevati, ed il paese guida (Germania) si unirà a noi nella sofferenza per i costi energetici che però per molte nostre imprese rimuove la fattibilità economica della loro continuità operativa, rischiamo di importare debolezze strutturali altrui in aggiunta alle nostre endogene- cosa che, per un paese di trasformazione ed esportazione, rende un tantinello limitati i margini di manovra.

Chiunque vinca, difficile che possa stravincere.

Ergo, dal 26 settembre, probabile che inizino invece scelte difficili, politicamente rischiose per tutti quelli coinvolti.

Da cui, forse, davvero avrebbe senso iniziare, almeno nel retrobottega, a pensare a cosa fare, messa da parte la retorica elettorale.

Unico punto: i "cespugli" personalistici, come dimostrato dai negoziati per le liste, meglio dal 26 settembre semplicemente ignorarli.

Nella loro ansia di visibilità, farebbero cose alla Bertinotti con Prodi- non è il momento.

Meglio accettare che, se davvero si andasse verso la necessità di una ristrutturazione istituzionale del Paese, i partiti-guida dopo le elezioni dovrebbero ragionare come si fece dopo la Seconda Guerra Mondiale.

Vediamo se qualcuno vuole entrare nei libri di storia facendo, o preferisce unirsi ai giullari da talk show che fanno audience, ma non aumentano la sostenibilità socio-economica del Paese a lungo termine.

This article is an anomaly.

But, anyway, it is a sign of the times.

While during the First Republic in Italy (circa post-WWII until early 1990s) we were used to what we called "governi balneari" (approximately- beachside governments), transitioning between governments and elections, currently we shifted to another dimension, i.e. a political campaign that is a kind of "last stand" (in Italian, "ultima spiaggia", i.e. literally "last stand on the beach").

Reminds almost a lesson from Sun Tzu and also the 36 Stratagems, about putting your forces back to the river, to bounce back.

Let's just say that would work if only one were to do so- but, while I will leave my comments on specific individuals and their statements to my streams on Facebook and Linkedin (since my return in Italy in 2012, both are my "open air travelogue in Italy"), my general assessment is all the coalitions and most of the political parties are actually presenting themselves as if their were a kind of latter day General Custer at Little Big Horn.

Which is an appropriate simile- as they all put themselves in the predicament they complain so much about.

In most cases, instead of Custer, frankly many look and sound more like David Niven in a 1975 movie, "Paper Tiger".

A focal point of quarrels over the last week and partially this week was the discussion about candidates: who, why, where, when.

First, a socio-cultural preamble from personal experience.

In the 1980s, first for political activities, then for business, had to go around Italy.

I had the chance to see both the "political" and "business" side- the latter as I was working on designing decision support models and then, from 1990, cultural and organizational change, generally for senior managers in various industries.

So, despite my young age, the political lenses coupled with the business common sense of those I worked for and with gave me a completely different perception of the socio-economic reality of my birth country, Italy, from the one that I see expressed in the rationale of Italian lawmakers whenever they tinker with electoral law or the Constitution (in both cases, way too often).

I wrote in the past that in Italy we suffer from what we call "provincialismo": stay long enough with any Italian, and they will eventually lecture you on the line of "but we had the Roman Empire".

Say that for almost 15 centuries after the Fall of the (Western) Roman Empire Italy was a collection of statelets routinely invaded by others, or converted into the battleground of others.

Hence, centuries ago, believe or not, Italy exported diplomats to the developing new national states around Europe: if a diplomat could survive negotiations in Italy, could survive anywhere.

But we are still far away from having developed a "national" sense and perspective on reality, i.e. a unified projection of common interests when dealing abroad.

A joke in my political past, that you will find in many Italian books about the history of diplomacy in Italy, was that Italy is too large to be a second-tier country, and too small to be a major player.

So, to project a sense of modernity and avoid the discussion with countless tribes, often proposals from local tribes are wrapped inside the "this is done this way in X", where X, in electoral law and Constitution tinkering, might be in turns UK, France, Germany, United States, or even Ancient Greece, notably Athens (few dare to quote Sparta or the Delian League).

To quote those more common- but some politicians quoted other countries: we even had a political mission to... North Korea- ahem, a paramount of democracy... or maybe an aspirational dream for some (as in our Parliament as in many other public offices, sometimes it seems that we have in Italy seats bestowed as inheritance).

My perception of reality? I am afraid that importing typical "left and right" schemes with just two political parties does not match the local socio-economic structure and approach to reality.

As I said often to my foreign contacts before a negotiation in Italy (or even after, when they complained): in Italy, nothing is ever final, everything is generally adjustable.

Do you sign a contract? Well, it is the end of the beginning- as at any point in time when it could be feasible, e.g. because the balance of power changed, it is not uncommon to see a renegotiation forced through.

So, I routinely wrote online since the early 2000s (and shared offline before since the 1980s) that I think that we would need in Italy a proportional vote electoral system.

Moreover, already as a teenager was for reforms, not revolutions: as my study of cultures (theoretical but also practical, because we moved North to South and back when I was a kid) said to me that you need to change hearts and minds, not just laws.

As an early teenager, before I adopted more complex descriptions, as I was playing piano, my assessment was that with revolutions you change the players, but the music stays the same, just with a bit of tinkering here and there- as you do not have time to evolve the collective conscience.

Italy is still the country of 8000+ towns and, in each town, many belltowers ("campanile"), and, under each belltower, different tribes.

Actually, in the past, it was literally so: and in some cases we still have groups supporting a specific belltower- which would be fine if you were to consider that a way to sustain a "common", but in Italy evolves into something else, i.e. a control group that interacts and deals with reality also beyond the mere nominal target.

Before you consider that this is a sign of weakness (e.g. our "deep State" was never monolithic as many conspiracy theorists assume, and also the "civil service" is partitioned in tribes), have a look at Italy's history since at least the VI century C.E.

Italy was, as I wrote above, a roaming ground for others.

Hence, our tribes and their continuous re-arranging of loyalties were functional to the overall survival of our culture across almost 14 centuries of round-robin invasions.

Our moral and political flexibility was anyway fine for merchants and an economy based on agriculture, but it has shown since decades how this is the right environment to develop the abilities to govern complexity.

Why complexity? Look at the services provided to citizens that you would expect in any high-taxes, industrialized country: in Italy, we still have access issues, inclusion is still a theme that is actually covered by non-State and non-private sector entities, called "Terzo Settore", that often takes on what, in other countries with similar levels of taxation, is actually managed by public authorities.

While an upside, i.e. delivering inclusion that the State, neither at the national nor at local level, is able to deliver, this creates an accountability issue, as being neither State (i.e. not subject to political accountability) nor business, often the Terzo Settore is actually representing its own political agenda.

Part of our "provincialismo" is represented by the penchant of showing statistics that "prove" that we are international, a large country, etc- but then refraining from the associated responsabilities.

E.g. we are part of G7, but then we talk about GDP vs. others (I remember long ago the funny contest on Italian newpapers if we were before or after UK, and counting to that end also the "informal economy").

When working around Italy in the 1980s and 1990s, and then attending workshops and other events in Italy since 2012, routinely heard discussions about the "sistema Italia", i.e. attempts to project outside the country a cohesive set of behaviours that would deliver, in each interaction abroad, the perception that Italy is "all behind it"- whatever we do.

Well, almost 20 years ago, in 2003, planned to return to Italy (plan then aborted and resulting in a shift to Brussels from 2005- my return in Italy in 2012 was not my choice).

In my interactions in the public sector and with start-ups and businesses, I tried to dig into those claims, comparing with what I saw elsewhere.

From the data, e.g. joint participation to tenders, or having on the ground antennas able to seize the opportunity represented from our national activities abroad (including peacekeeping missions), we were never a "system", if compared with the juggernaut of other countries.

I know that smacks of mercantilism: but if a country is unable to coalesce forces when there are opportunities, that is a litmus test of its inability to join forces when needed and there is nothing to gain.

The only item I saw as a constant? Whenever there was an opportunity, we set up some new "cathedral bureaucracy"- but without even starting the cathedral building.

As an example, it is common in Italy to generate out of a single temporary event a permanent or semi-permanent bureaucracy, that then becomes part of the political spoils system.

Hence, winning an election in Italy, as most of the public bureaucracy since the First Republic was commonly discussed by political allegiance, implies that the winner does not bring (and then take away) just the leading managers, but tries to stuff any role that is vacant.

And, of course, any winner has to deal with the leftovers from the previous winners.

Hence, projection abroad was looked at often as a function of what would have then been the impacts on the tribal balance in Italy.

Within the Italian version of this article, added more examples, but let's just say that, routinely, since 2012, I heard noises about "keeping in Italy Italian know-how".

Years ago I remember a news item reporting that security forces had advised the political side to find ways to avoid that Italian start-ups with potential strategic value would be allowed to be taken over by foreign companies or even relocated abroad.

And currently part of the centre-right is again sharing similar inclinations: which would deliver a major result.

Or: Italy would keep training and developing human capital, and, before expressing its value, potential unicorn founders would simply set up shop elsewhere, to avoid then the risk of being forced to partner with yet another company that has political coverage by the government of the time.

This approach could just continue to add local cost for external benefits.

We also should quit the habit of trying to import what worked elsewhere, notably in countries were, for good or bad, a politically neutral civil service (or even the much despised "deep state", focused on structural continuity) do exist.

In the early 2000s, mainly as part of local political balances, a major change to the Italian Constitution was not done using the post-WWII approach used to create the first Constitution of the Italian Republic (it was a monarchy until the end of WWII).

Post-WWII, was elected a "Costituente", focused on designing the new Constitution.

In the early 2000s, what was done was to do a kind of half-baked transformation of Italy into a federalist country, with further tinkering down the road.

Up to the point that we have tinkering adjusting previous tinkering, and then "cured" by adopting further tinkering, and so on and so forth.

In 1983, at 18, made a choice that many did not understand: supported the political campaign of a political party that was more on the left that I was, and without being a card-carrying member.

When I say "support", I mean that I went in the full mounty: helping to organize mailers, acting as security for political events and concerts, etc.

My rationale? At the time, the two leading parties, the Christian Democrats and the Communist Party (eventually in good measure "blended" within the current Italian Democratic Party led by Enrico Letta, he himself a former Christian Democrat) were focused on balancing and coordination, i.e. meaning that preparing the Communist Party for a potential political role at the national level trumped being an opposition.

Both in 1983 as in 2022 I think that, if we are going to have (as expected) a lame-duck win of either the centre-right (more probable) or the centre-left (less probable), we need in Parliament somebody representing other positions.

Overall, the song is about Pinocchio, losing strings and assuming that that means having freedom, while discovering that in reality, to cope you have to deal with many layers of invisible strings.

In Italy, as I wrote repeatedly, since 2012 I saw this obsession about "having a leader".

As if the Italian State were to be a general store with three employees and a leader...

...I am afraid that, if you want to deal with an organization with millions of employees, and the layering of centuries of bureaucracy (some bureacratic "habits" actually go back to the... Roman Empire), you need something else.

If you were to listen to the noises from the current political campaign, you would be excused to have the feeling that you are watching a bunch of teenagers smart-assing each other.

Sometimes the "Lord of the Fly" attitude went berserk.

For candidates, it was in the past routine to have some "safe seats" assigned to group leaders within each political party, but generally leaving a link between candidates and their territory.

In these elections of 2022, instead it seems that the main point was for each leader to keep his own in office, and avoid anybody else to use her/his existing local political support structure to build a potential challenge in the future.

Some political parties even did de facto mergers during the campaign, with the net result of some further dislocation.

Anyway, having selected the candidates, we have now an easier settling, as in Go, of "territorial claims".

Following polls projecting the September 25th election results, the centre-right coalition main leader Meloni behaves as if she had already won, and were gearing up to get into Palazzo Chigi as the next President of the Counciil of Ministers.

Meaning: over the last few days, in more than one instance, the appearance of "institutional courtesy" between her and incumbent President of the Council of Ministers Draghi has become a routine.

What do I mean? Unusual for Italy, in some choices frankly President Draghi is doing what would be normal in any other democracy: if the potential winner shows an inclination toward a solution, as he is formally holding only current affairs after resigning, his government appears to be avoiding to do choices that would constrain the successor.

In Italy, we had in the past razon-thin majorities doing last minute changes.

So, at least, this is a potential good sign- as it is a potential good sign some of her changes not just in tones, but in content (to be seen if confirmed by actions once in office).

Beside this major perimeter, the others frankly show a cacophony whose main objective seems to appear- fine if you are a contestant for Big Brother and the like, but what awaits Italy is a bit more complex, this fall.

Since 2019 I have been publishing datasets around the concept of sustainability (you can see here a list), including of course the PNRR that is the national recovery and resilience plan associated with the NextGenerationEU.

I already expressed my skepticism: the Italian PNRR frankly talks more to the past and incumbents, than the future, while the costs to pay back the funding received will be beared by those that in 20-30 years will be less young, and used to decades of working in a "gig economy".

So, as I wrote in previous articles, it would have been advisable to use those investments not to recover old battle horses and petty projects, but to generate sustainable revenue that would more than offset the future need to repay.

The balance for now is too much on the past and current, and too little on the future.

Therefore, it would be interesting to see a projection of the future flows of each one of the projects, at the national and local level, funded by PNRR.

Years ago, almost by chance, purchased a couple of books in Spanish, Vargas Llosa about Europeans in Africa (" El sueño del celta"), and another one about the Civil War in Spain ("Una historia de la guerra civil que no va a gustar a nadie").

I think that both books could be useful readings for Italian leaders, on how not to manage resources that span generations, and on how creating a political guerrilla "us vs. them" is a dangerous tinkering with democracy.

The current and foreseen status of the socio-economic environment in Italy requires setting up a different approach in the relationship between State and citizens, way past the usual Le Bon-style or "The Power of the Charlatan" manipulation of the masses.

Since I re-registered in Italy in 2012, I went around reading and re-reading books about Italy and Europe, and also other themes, but that could be useful for both.

I set up on library thing a collection.

To summarize: in a democracy, the winner does not take it all, but still has access to power.

In this specific case, it does not matter who wins: both coalitions are quite weak, in terms of internal cohesion.

Frankly, I wish that, after the elections, somebody will have the guts to set up a new National Unity Governament for the Constitutional Reforms, in Italian "Governo di Unità Nazionale per la Costituente".

If the centre-right will try to have a shot at a solo flight, I think that the first challenge for President of the Council of Ministers Meloni would be to keep in line her political basis: end October 2022 will be one century since the March on Rome that pushed Mussolini to power.

My worry is not just an history buff from the centre-left obsession.

Around a decade ago, while there was a centre-right government in Italy, for a potential commercial initiative on perimeter security invited in Rome a former US military friend that I first met at London School of Economics Summer School in 1995, to have him meet a former customer, and the funny part was that I discovered that both had a point in common: Kosovo.

A more puzzling item was when, while walking with my friend on Fori Imperiali, while I was looking toward Piazza Venezia, he asked me what was the point of fascism in the XXI century.

I turned around to ask about that quote, and was left speechless.

Some black shirts with all the paraphernalia (fez, banner, etc) were marching down Fori Imperiali, proudly showing that they were from the Como chapter (at the end of WWII, Mussolini set up a small state in Northern Italy, usually known as "Repubblica di Salò").

Italy has already enough issues to deal with, without undermining its credibility by accepting something that to many would remind of Haider of Austria.

It does not matter who wins: the winner will have won a challenge, a national challegenge, including structural issues that have not been solved since decades.

Hence, it would be better to have somebody aiming to lead a joint institutional restructuring, than aiming to win short-term applause on the countless political talk-shows that pepper Italian TVs (I do not watch TVs, but you can find them all on YouTube), with some politicians that really are "TV political stars", appearing more than acting as politicians, as they are too busy massaging their own ego to act as political leaders.
