My review: 3.5/5Nominally, an organizational manual for military training exercises discussing from force size to logistics to communication flows and formats.

In reality, many prescriptions match other kind of exercises, and could be used also on allocating resources not only with humans, but also training or learning exercises that involve a mix of human and non-human agents.

Specifically: look at the balancing/"degrading" of rules and oversight depending on scope and composition of the exercise (or reduced availability of resources)
