Diciamo che questo breve articolo l'ho iniziato dopo cena ma prima delle 23- in attesa di poterlo pubblicare.

Perché non attendere domani, o altro giorno della prossima settimana?

Per potermi concentrare su temi che, nelle discussioni sui risultati, probabilmente diventeranno marginali.

Ma, per me, sempre in ottica bipartisan, non lo sono.

Nota: quando leggerete questo articolo, troverete i numeri "obsoleti", ovvero superati dalle notizie.

Ma è una scelta: il numero di seggi è legato ai bizantinismi del "Rosatellum", ma le percentuali di voto no.

E, comunque, è tradizione in Italia da un ventennio che anche il numero di seggi conquistato alle elezioni non sia indicativo della compagine che poi comporrà l'esecutivo.

Personalmente, spero che questa volta almeno ci provi la coalizione vincente a fare un governo che duri cinque anni- anche se probabilmente su diversi provvedimenti spero in un'opposizione che riesca ad andare oltre ai personalismi.

In Italia, abbiamo il "silenzio elettorale".

Leggendo i giornali di domenica c'eran diverse versioni su chi lo avesse violato tra i candidati.

Francamente, Cicero pro Domo sua, ma per una volta sono d'accordo con Sgarbi: anche il divieto di pubblicare i sondaggi dal 10, per chi leggeva i quotidiani comunque, voleva dire fare esercizio da cremlinogi per capire cosa ci fosse di detto e non detto, come ha scritto un quotidiano.

E, tra l'altro, sui quotidiani stranieri i sondaggi erano riportati.

Non fino al punto indicato da alcuni, di consentire campagna nei seggi: quando negli anni Ottanta fui scrutatore più volte, ricordo come in effetti quel divieto fosse utile ad evitare distorsioni come chi arrivava scortato e con il "santino" di chi votare.

E leggere sui quotidiani anche di proposte tecniche (che saranno presentate in seguito) per regolamentare la comunicazione su Internet che si estendano urbi et orbi non è che ispiri fiducia: ricorda quando qualcuno voleva imporre un giornalista per ogni blog, come mi capitò di sentire ad un convegno sulla comunicazione pubblica, oltre un decennio fa.

L'Italia è un paese in cui il primo istinto sembra sempre creare nuova burocrazia, anche quando l'annuncio formale è (come avvenuto alcune volte negli ultimi anni) "semplificare", magari per ridurre la complessità di una precedente burocratizzazione.

Già l'Italia non è proprio in cima alle classifiche sulla digitalizzazione (digital skills, e-government, etc), risultando 18esima con uno score di 49.3 nel 2022 (i dati sono in questa pagina, consultata il 2022-09-25).

Di conseguenza, forse sarebbe meglio che qualunque nuova norma consideri qualcosa di più che la solita visione a breve termine.

Ma deciderà il nuovo Parlamento, ovviamente.

Quali sono i risultati? Quando leggerete, probabilmente si inizierà a passare dalle "forchette" ai risultati.

Il primo exit poll delle 23 dava, per il Senato:
_ centro-destra tra 111 e 131
_ centro-sinistra tra 33 e 53
_ cinquestelle tra 14 e 34
_ azione - ItaliaViva tra 4 e 12
_ altre tra 3 e 5

con una maggioranza necessaria al Senato di 101.

E, dalla prima e seconda proiezione al Senato, se in effetti ci fossero stati meno personalismi e si fosse riusciti a fare il "blocco" di centro-sinistra, le percentuali avrebbero dato la vittoria:
_ centro-destra 42,2%
_ centro-sinistra 26,4%
_ cinquestelle 16,5%
_ azione italia viva 7,3%
_ italexit 2,0%
_ altre 5,6%

Tornando ai temi "trasversali", inutile parlare di riforme, che saranno discusse anche in base ai rapporti relativi.

Più in là nel tempo poi seguirà la parte forse più interessante rispetto alle dinamiche "calcistiche" di chi vince e chi perde: ovvero, chi si è spostato dove, e quanti non hanno votato (e la loro composizione).

Ricordo in TV: 1972 93%, oggi sembra che si sia sotto al 70%- tendenza comune a tutte le democrazie avanzate, si dice sempre, ma perder 8-10 punti circa di elettorato da una elezione all'altra non è proprio una passeggiata.

Altro punto interessante è quanto abbia "pesato" la combinazione del sistema elettorale e della riduzione, rispetto alla differenza di suffragi, che altera anche sentendo le prime interviste la percezione delle motivazioni su una vittoria o una sconfitta nei singoli territori.

Comunque, come nelle ultime due tornate elettorali nazionali da quando sono tornato in Italia a vivere e lavorare (2012, quindi politiche del 2013 e del 2018), il bipolarismo che invocavano i sostenitori del maggioratario continua ad esser un tripartito.

Altro discorso che in molti tireranno fuori è quello del populismo e del "voto di protesta".

Piuttosto, entrambi li chiamerei "voto di scollamento", ovvero distanza tra Palazzo e Paese che, in assenza di ideologie o alternanza, porta al tradizionale "proviamo anche questi".

Come fu nelle precedenti con i Cinquestelle, ed adesso con Fratelli d'Italia- piaccia o non piaccia, chi si lamenta mi ricorda chi dice sempre che se vince in Sicilia la parte avversa, sono voti della mafia, se vincono loro sono voti per il cambiamento.

Lo so che in Italia dall'inizio anni Novanta la prassi è cercare non di conquistare il voto degli elettori, ma il numero di seggi in Parlamento grazie ad alchimie elettorali- ma meglio far l'abitudine che anche gli alchimisti non è che ebbero grande successo nel trasformare altro in oro.

Le prossime settimane è naturale che, in base ai risultati definitivi, vedano un bilanciamento della distribuzione del potere per ottenere un governo stabile.

Interessante vedere, se saran confermate le proiezioni, come si muoveranno invece le opposizioni- anche perché vi sono diversi dossier su cui volenti o nolenti maggioranza ed opposizione dovrebbero lavorare insieme (dossier economici, e magari alcune delle riforme), e non è detto che parte delle opposizioni invece non trovino maggiore utilità anche politica a supportare qualunque governo, per ritargliarsi un proprio spazio di continuità politica per il futuro.

Perché, per adesso, non sembra che il partito principale potenzialmente all'opposizione abbia perso l'approccio alla "Highlander" che ha avuto in campagna elettorale.

Sperando, ovviamente, che nel giro di un paio di settimane finisca anche il post-campagna elettorale.

I started this short article before 11pm- as the elections were still ongoing until 11pm.

Why am I not waiting tomorrow, or another day next week?

Because my focus is on threads that, as soon as the discussion will start on the results, probably will be set aside.

Note: when you will read this article, the numbers quoted within will look obsolete, as the preliminary results will be already in.

But it is a choice, for at least two reasons:
_ with the current electoral law, votes count less of "where" they are cast, e.g. their aggregation at the regional level for the Senate
_ anyway, it has been a 20-year and counting old Italian tradition that also the number of seats does not matter, in the aftermath of an election, to decice who will be at helm of the new government.

Personally, I hope that at least this time the winning coalition will at least try to shape a government that will last five years without shape-shifting continuously.

At the same time, I look forward to an opposition that, on specific issues, will be able to look beyond the primadonna attitude that prevailed during the negotiations before the campaign.

In Italy, during an election, just before the voters can cast their vote there is a restriction on political communication, theoretically to avoid last-minute influencing.

Reading newspapers on Sunday there were slight variations on who, between the parties and candidates, had violated those restrictions, but... personally for once I concur with politicians that I never voted for and never supported: it is an archaic restriction.

Ditto for the recent restriction that stated that any election opinion poll released after the 10th September could not be disclosed.

Anyway, I find both restrictions obsolete- I would retain only those forbidding to campaign during the vote within the voting stations, as I saw in the 1980s from the other side of the Moon (I was more than once working at a voting station) how, despite the restrictions, people would sometimes be escorted and "advised" how to vote, not casting their own vote.

Moreover: on foreign newspapers, you could read polls that were forbidden in Italy, hence it means that there was a wide circulation.

Italy is a country where whenever there is a glitch, or a potential nuisance, pronto we have a new law or regulation looking at the past to regulate the future- and we keep piling them up with gusto.

Hence, some are tempted to set up yet another volley of convoluted laws regulating Interent using the above mentioned restrictions as an excuse.

Italy is not well positioned in anything related to digital transformation (from digital skills to e-government), and in 2022 is 18th with a score of 49.3 on the DESI index (i dati sono in questa pagina, consultata il 2022-09-25).

Therefore, I would think that, before making up other national rules and regulations that would simply ignore reality to cocoon into a Damocle's sword held on the head of any potential voice out of the choir, better to think long-term.

It will be up to the new Parliament- let's how that they will consider the overall interest of Italy now and in the future.

These were the results of the first exit poll at 11pm on 2022-09-25 (seats):
_ centro-destra between 111 and 131
_ centro-sinistra between 33 and 53
_ cinquestelle between 14 and 34
_ azione - ItaliaViva between 4 and 12
_ others between 3 and 5

with a majority needed within the Senate to support a new government of 101.

Following the first and second projections (I shut down at a little past midnight, when I saw the first initial convergence, and real results would have to wait hours), if they had less primadonnas, the centre-left would have probably won the elections:
_ centro-destra 42,2%

_ cinquestelle 16,5% *
_ azione italia viva 7,3% *

Those marked with * are the main political parties and coalitions that were touted to be part of a centre-left coalition, but the "Highlander" attitude of the leading party ("there will be only one") frankly made more convenients to all to splinter and grow, than to join, wither, and die.

What are the themes I would like to discuss?

I will ignore electoral and Constitutional reforms, that will be subject to the results of the Rosatellum and its Byzanthine way to count votes and assign seats.

A theme that I studied a bit since returning to Italy in 2012 is the flow of voters between political parties and between voters and non-voters, but this usually takes time, after each election.

During a show yesterday night, it was said that in 1972 93% of those eligible to vote actually voted, while yesterday the first estimates were to be below 70%, and in some area really close to 50%.

Yes, in the past voting was not an option: you were automatically registered and were supposed to vote, with further restrictions for public employees

Still, also after removing those constraints, we Italians voted and voted, until few years ago (I am not the only one who cannot found a "political home" and is tired to keep voting just for continuity).

The main result is that those who imported in Italy the Frankenlaw with various implementations over the last 20 years, i.e. copying from UK and USA and countless others, still have not been able to show that having just two political parties is what Italians want.

Again, as in each national election since I returned to live and work in Italy in 2012, there are three major parties/coalitions, not two, and, counting the votes, you would need two of them to get past the 50%.

Yet, courtesy of this law as well as the previous recent ones, we can have taxation without representation, i.e. voters paying to support the time in office of those who became elected not due to the vote, but due to the electoral system.

Many will pull out of the hat another couple of themes, calling "populism" and "protest vote" the results.

I beg to differ: as I wrote in previous articles over the last decade, this routine shifting from one to the others is just a representation of the distance between the outsiders (the voters) and the insiders (those elected), a distance that, after the removal of "why" (ideologies) turned into the usual "let's try these too".

A sad continuity over the last two decades is that, whenever there is such a shift, those losing say e.g. that the massive vote in Sicily for the newcomers is a sign of mafia infiltration- forgetting that they claimed it was a sign of change when they were the beneficiaries in a previous similar massive shift.

Which reminds the quip from Churchill about the 45 millions of fascists and 45millions of anti-fascists.

Over the next few weeks, following the final results (and some negotiations), it will be to be expected a redistribution of power to obtain a government able to last the term (five years).

More interesting is to see how oppositions will behave, notably on some "shared purpose" (I would dare even to say "commons") dossier that would require something more than a coalition to ensure their implementation across the country.

Also, while many will try to build an opposition coalition, the differentiation during the campaign resulting from the inability to form a centre-left coalition that really spanned from the centre to the left generated new opportunities for repositioning (e.g. Forza Italia and Azione/Italia Viva together were projected yesterday night at a size similar to the third, Cinquestelle).

This "opportunity" is because, from the first statements I heard yesterday night, it seems that the PD was still in "Highlander mode".

Let's just hope that in a couple of weeks the post-elections will end, and politics will return.
